Posting these in the winter is useful, because it gives gardeners time to plan their garden and space out the planting in the spring, according to when each plant needs to be planted, after the first frost, right before, etc. Posting these in the spring/summer, when most plants would have to be planted already wouldn’t really do anyone much good. And there are different climates in the world, where some are hotter than others all year round.
